    Tuna Canners and Canned Sardines group joins call for Senate’s RCEP concurrence

    MANILA, Philippines – Tuna Canners Association of the Philippines (TCAP) and the Canned Sardines Association of the PhilippinPRes (CSAP) joined the call of business groups and associations nationwide for the Senate’s concurrence of the Regional Comprehensive Economic Partnership (RCEP) Agreement. 

    TCAP and CSAP Executive Director Francisco Buencamino, through letters for Senate Majority Leader Juan Miguel Zubiri, urged the Senate’s concurrence on the ratification of the largest trade deal, citing the industry’s gains from the Agreement. 

    Our inclusion in RCEP will be instrumental in helping the canning industry recover from the economic setbacks brought on by the global pandemic,” Mr. Buencamino wrote. 

    Furthermore, in his capacity as TCAP Executive Director, he wrote that “although the tuna industry does not tailor itself to be part of basic necessities food group, its contribution to GNP via its foreign currency export proceeds has always been meaningful for this Mindanao-based industry.  The Canned Tuna industry stands to gain from RCEP via the expected increase in domestic demand resulting from the improved economic performance of key sectors such as manufacturing, the service sector and even agriculture due to access to markets as well as investments. Moreover, it will help the industry achieve equal footing with competitor countries such as Indonesia, Thailand Vietnam and Malaysia.” 

    For the sardine industry, Mr. Buencamino highlighted that the Agreement will help the industry be at par with our ASEAN neighbors such as Viet Nam and Thailand on sardine export. He also underscored the number of jobs the industry provides. 

    A growing export base for the sardine industry will help keep prices for the domestic market more manageable and allow the category to continue to grow. The industry and its suppliers provide direct employment to at least 80,000 to 100,000 workers and impacts around 500,000 individuals directly,” he wrote. 

    Noting the safeguards and protection for food products and the agricultural sector that the RCEP agreement provides, Mr. Buencamino mentioned that the country may leverage from the Agreement through increased competitiveness in the food manufacturing industry, particularly the sardine industry.  

    The RCEP Agreement, signed by 15 Signatory States, entered into force for 10 countries namely – Brunei Darussalam, Cambodia, Lao PDR, Singapore, Thailand, Viet Nam, Australia, China, Japan, and New Zealand on 01 January 2022. South Korea will implement the same on 01 February 2022. 

    The RCEP Agreement was ratified by President Rodrigo Roa Duterte last 02 September 2021 and is being deliberated by the Senate to secure concurrence.

    PHL Cat Bond Triggers Payout

    The Philippine Government’s Insurance-Linked Security (ILS), otherwise known as the Cat Bond, has resulted in a partial trigger for Typhoon Odette.  

    Following the onslaught of Typhoon ‘Odette’ (International name RAI), the Bureau of the Treasury (BTr) requested an event calculation of the country’s first and only Cat Bond.

    The results of the event calculation for the wind parameters reached the partial trigger for the bond, thus resulting in a US$52.5 million payout for the government.

    The level triggered was for a Yolanda-type event or a 1-in-19 years severity typhoon hitting the Philippines. 

    Last November 2019, the Philippines successfully executed its Cat Bond to provide an additional layer of financial protection against more severe, but less frequent typhoons and earthquakes.

    The Cat Bond was issued through the World Bank (WB)’s Capital-at-Risk Notes facility with which the WB served as issuer.

    Under this arrangement, the Philippines pays the risk premium portion of the total coupon payment to Cat Bond investors.  

    This instrument was structured to provide protection for up to US$75 million for earthquakes and US$150 million for typhoons from November 2019 to November 2022. 

    “Our successful CAT bond issuance in 2019 has now yielded tangible results that will benefit communities most vulnerable to the devastating effects of climate change. This financial instrument is just among the several innovative strategies that the government is undertaking to improve our resilience against natural calamities,”  Secretary Carlos Dominguez III said.

    “We will continue to tap the international financial markets and create innovative structures and projects to achieve our goal of being a world leader in the fight against the climate crisis,” he added.

    Utilizing a risk layering framework, the government implements a variety of risk retention and risk transfer instruments to maximize its resources in providing financial protection against natural disasters.

    The successful issuance marked several firsts for the government and the Asian capital market—the first Cat Bond for the Philippines; first Cat Bond for any Asian sovereign; first Cat Bond to be listed in the Singapore Exchange (SGX); first Cat Bond to be listed in any Asian exchange; and the first WB-issued Cat Bond listed in the SGX. 

    With the payout, the government has an outstanding US$97.5 million coverage for typhoons and US$75 million for earthquakes until November 2022.

    A second calculation would be done for the Bond once precipitation data becomes available in the coming months.

    Phoenix subsidiary in Vietnam gets first ISO certification

    The Vietnam-based subsidiary of homegrown fuel brand, Phoenix Petroleum, has obtained a certification on quality management given by the International Organization for Standardization.

    Certifying body Universal GmbH, through PQI Vietnam, granted Phoenix Gas Vietnam last January 18 with the ISO Certificate 9001:2015, proving the company’s commitment and compliance to quality products and services. This covers PGV offices in Ho Chi Minh City, Danang, Cam-Ranh, Nha-Trang, and Go-Dau. The certification is the company’s first ISO nod, and the fourth one for the whole Phoenix group.

    “Since our establishment in 2019, Phoenix Gas Vietnam has been continuously working on improving our operations and services to ensure that we only provide world-class, safe, and high-quality products and services to our customers. As a young brand, we wanted to establish PGV as a credible and reliable brand in the Vietnamese market. Hence, this certification from ISO is a great achievement for us,” Phoenix Gas Vietnam General Director Duong Nghia Dung said.

    Meanwhile, Phoenix Petroleum President Henry Albert Fadullon expressed his congratulations to PGV and its management. “We welcome the addition of yet another ISO certificate to our group. PGV has been doing exemplary over the past years, getting landmark achievements for the whole group. This only proves that even with its overseas subsidiaries, Phoenix maintains the same level of operational excellence and quality that it has across its ventures, and shows that Filipino businesses are truly world-class,” he shared.

    Last year, PGV was awarded the Top 20 Gold Service Award for Consumer Rights 2021  by the Committee on Good Vietnamese Products and Consumers’ Rights in recognition of its exemplary performance in the supply and trade of LPG in Vietnam. As PGV General Director, Duong was also awarded the Outstanding Vietnamese Businessman 2021 Award for his role in helping achieve the organization’s accomplishments.

    Previously, Phoenix Petroleum received two ISO certifications in 2019, and another one in 2020 for its Quality Management System, Environmental Management System, and Occupational Health and Safety Management System. The certification covers the company’s Philippine offices, including its terminals and depots.

    Groups Laud Davao-Based Chain Store for Replacing Leaded Spray Paints with Unleaded Ones

    25 January 2022, Davao City/Quezon City.  Environmental health organizations today commended a Mindanao-based construction supplies chain store for heeding their call to stop the sale of spray paints containing lead, a chemical banned in the manufacture of paints.

    The Davao City-based Interfacing Development Interventions for Sustainability (IDIS) and the Quezon City-based EcoWaste Coalition gave Citi Hardware two thumbs-up for taking lead-containing Tacoma Spray Paints off the shelves and for replacing them with new products that have been reformulated without lead additives.

    It will be recalled that IDIS and the EcoWaste Coalition wrote last May 2021 to the Citi Hardware head office located in Davao City informing the company, which has 76 stores nationwide, of the results of laboratory tests commissioned by the latter on the lead content of six variants of Tacoma Spray Paints that were found to contain lead up to 99,900 parts per million (ppm).

    The sale of paints with lead content in excess of the maximum limit of 90 ppm is prohibited under the DENR A.O. 2013-24, or the Chemical Control Order (CCO) for lead and lead compounds.  Davao City Ordinance 0461-2018 and Quezon City Ordinance 2739-2018 further require the compulsory procurement and use of lead-safe paints for painting jobs paid out of public funds to protect people’s health from the adverse effects of lead exposure.

    “This is a welcome development to the lead-safe campaign. May this move from Citi Hardware bring precedence to more retail companies to drop their lead-containing products and provide consumers with better and safer options. Moreover, this transition from the company contributes to the improvement of public health as well as in the advancement of environmental protection from the ill effects of lead,” said Atty. Mark Peñalver, Executive Director, IDIS.  “We need more private institutions to sincerely adhere to government policies and regulations not just for the sake of compliance but as a conscious effort to help advance and promote public health and sustainability.” 


    “Our persistence has paid off.  We have again demonstrated that companies can be induced to reformulate paint products with no lead additives in line with the CCO.  This success encourages us to continue our periodic paint sampling, testing and outreach activities to check on our nation’s progress in eliminating lead-based paints, a major source of significant childhood lead exposure,” said Thony Dizon, Chemical Safety Campaigner, EcoWaste Coalition, who also emphasized the need for increased consumer awareness and assertion of their right to lead-safe products.

    In response to the appeal made by IDIS and the EcoWaste Coalition, Citi Hardware decided to procure newly reformulated spray paints under the Tacoma brand from its supplier in China.  

    “This new and improved product range is in keeping with the government mandated product guidelines. As a company, we are committed to complying with all the necessary government-mandated guidelines and more importantly prioritize the safety and security of everyone. We would like to extend our appreciation for informing us about this matter,” the company said.

    The company provided the EcoWaste Coalition with copies of the Certificates of Analysis and Compliance for the new Tacoma Spray Paints as prepared by Guandong Sanvo Chemical Industry Ltd.  As the certificates did not specify if the products passed the 90 ppm total lead content limit (and not the 90 ppm soluble lead limit), the EcoWaste Coalition requested Citi Hardware to validate this with Guandong Sanvo, which it confirmed in the affirmative.


    On January 20, the EcoWaste Coalition purchased samples of the reformulated Tacoma Spray Paints from the Citi Hardware branch in Dasmariñas City, Cavite, which it subsequently screened for lead.

    Using an advanced Olympus Vanta M Series X-Ray Fluorescence (XRF) analyzer, the group detected no lead in the following variants of Tacoma Spray Paints, which had earlier tested positive for lead:  glossy finish green, red and yellow, and fluorescent green, orange and yellow.


    Three other variants (glossy finish blue and bright chrome and heat resistant silver) also screened negative for lead.


    Lead is a toxic chemical that can cause adverse health effects to everyone, but most especially children, including damage to the brain and the central nervous system, slowed growth and development, learning, hearing and speaking difficulties, and behavioral problems.

    “There is no level of exposure to lead that is known to be without harmful effects,” according to the World Health Organization (WHO), which has listed lead among the “ten chemicals of major public health concern.”


    Both the EcoWaste Coalition and IDIS are participating organizations of the International Pollutants Elimination Network (IPEN), a global environmental network of over 600 public interest NGOs in 124 countries that is working to eliminate and reduce the most hazardous substances to forge a toxics-free future for all.

    Man allegedly behind Dr. Andutan’s death surrenders to PNP-10 chief

    CAGAYAN DE ORO CITY – The man alleged to be behind to death of Dr. Raul Winston Andutan last year has surrendered himself to no less than police regional director Brig. Gen. Benjamin Acorda Jr. last Sunday.

    The city police said Richard Gepte, 51 years old, married, and residing at Balingoan, Misamis Oriental, was in hiding at the Carmelite Monastery in Barangay Camaman-an here before giving up to the law enforcers.

    Gepte, a municipal councilor at Balingoan, is a vice mayoralty candidate of said town.

    During the surrender, Gepte was served with the warrant of arrest issued by Judge Gil Bollozos of RTC Branch 21.

    The murder case against Gepte is docketed as case no. RCDO-2104166-CR with no bail bond recommended.

    Acorda said he went to the monastery to receive Gepte as he surrendered to the police.

    It can be recalled that Dr. Andutan was ambushed while driving his vehicle on a road in Barangay Nazareth by riding in tandem gunmen on Dec. 2, 2021.

    Andutan was the medical director of the Maria Reyna Xavier University Hospital at the time of his death.

    The suspects, Marjun Cabug, Joel Nacua, and Jomar Adlao, all from Bukidnon, were arrested hours after the shooting.

    The fourth person, Rene Turtosa, said to be the handler who planned the ambush, is still at large.

    Gepte, police said, is temporarily detained at the Old Maharlika detention cell subject for turned over to the issuing court.

    In a statement, Acorda said that with the help of Atty. Silvan Sabio, Gepte’s lawyer, they were able to convince the suspect to surrender.

    Gepte’s surrender can be credited to the strong police-community partnership, Acorda said.

    Tourism chief eyes Gingoog as MisOr’s int’l diving site

    GINGOOG CITY, Misamis Oriental (PIA)—Regional Director Marie Elaine S. Unchuan of the Department of Tourism (DOT)-10 conveyed to the Local Government of Gingoog City during its convocation the agency’s support and desire to protect the sea, including the protection of ‘Da Bay’ or ‘Pahayahay sa Pantalan’ as the department sees its potential as an International Diving Site of Misamis Oriental.

    Unchuan disclosed that during their three-day diving exploration mission, they discovered 33 nudibranch species and 69 fish species per square meter in the area.

    “The discovery only proves that marine life is abundant and alive in Gingoog’s seas,” she said.

    With an influx of both local and international professional scuba divers exploring the marine ecosystem, Gingoog City’s administration is proud of its natural resources.

    The tourism chief thanked the City Government of Gingoog for their support of the agency’s programs and, most importantly, for the improvement of the city’s tourism sites.

    MisOcc guv tests positive for COVID-19

    MISAMIS OCCIDENTAL (PIA)–Misamis Occidental Governor Philip Tan tested positive of coronavirus disease (COVID)-19, January 21, 2022. 

    “So sorry nasalagmaan gyud ko ni COVID. Kagahapong adlawa nagsugod ko ug panghatsing kagabii naa ko’y hilanat nga gamay. Nagpa-RTPCR dayon ko ganihang buntag kay nag-positive ko sa antigen test, si Jenny negative ra. Praise God,” Tan said.

    (So sorry COVID hit me. Yesterday I started sneezing and last night I had a slight fever. I did RT-PCR right away this morning because I tested positive for the antigen. Jenny was negative)

    Despite following strict health protocols, the governor informed the people of Misamis Occidental that he was infected with COVID but that he is okay. He only has slight fever and itchy throat.

    “Maayo na lang nahuman nako sa booster shots, dili ra kaayo ta maluya ug magrabe” (Luckily I had the booster shots, I won’t get too weaken or critical),” he added.

    Tan said he will undergo self isolation for 14 days, as advised by his doctor and will send medical data every three hours.

    His wife, Tangub City Mayor Jennifer Tan is very okay and will also undergo the same number of days of isolation, he added.

    “I am also asking those who came in close contact with me at the office or meet me last Monday to have check up to your health center even if you do feel well,” the governor said.

    He encouraged Misamisnons not to be complacent and will not have face to face meetings for the meantime.

    PHO MisOr opens walk-in vax site, thousands get booster jabs

    MISAMIS ORIENTAL (PIA)–The Misamis Oriental Provincial Health Office reported that thousands of Cagayan de Oro and Misamis Oriental residents have received booster shots after a walk-in vaccination site opened in early January.

    “We inoculated 3,997 people during the three-day walk-in vaccination. This is in line with the government’s efforts to intensify its campaign in order to achieve mass population protection the soonest time possible,” PHO Dr. Jerie Calingasan said.

    Based on the data released by Gina Abang, PHO nurse, vaccinees were given their shots based on their preferred type of booster.

    Of the 3,997 booster doses administered, Pfizer provided 2,681, Moderna 973, Sinovac 203, and AstraZeneca 140.

    PSA-10 bares activities to highlight civil registration month

    CAGAYAN DE ORO CITY (PIA)–The Philippine Statistics Authority (PSA)-10 has lined up activities to celebrate the 32nd Civil Registration Month 2022 with the theme, “Improving Civil Registration and Vital Statistics Implementation Strategies through Digital Transformation.”

    “Ang atong katuyuan nga ang PSA i-deliver ang epektibo nga civil registration sa atong katawhan,” PSA-10 Chief Administrative Officer Virgie Gayla said during the Talakayan sa PIA, January 27 at SM Downtown Premier.

    The agency’s activities include the motorcade around the city that will be held February 2; conduct of quizzes in PSA-10’s outlet on civil registration to heighten awareness on the significance of the celebration and its impact to the lives of the people;

    Conduct of national quiz bee; setting up of a photo booth at PSA-10 office dubbed, “Get every Pinoy and Pinay in the Picture;” holding events for senior citizens and institutions for the ‘adopt-a-daycare’ activity.

    PSA-10 will also conduct a coastal cleanup, mass weddings in partnership with the local civil registrars, and mobile registrations to bring government services right on the doorstep of the people. 

    “Ang una gyud ani nga ga-initiate ang simbahan; nakita nila nga ang ilang mga katawhan wala pa nakasal and then they will coordinate with the local civil registrar. Ang among role, i-invite mi nila to join the activity kay from the local civil registrar, it (marriage certificate) will be forwarded to PSA para tuloy-tuloy na siya,” Gayla added, 

    (The church initiated it [mass wedding] because they have seen a lot of unmarried couples in their respective communities then they will coordinate with the local civil registrar. The local civil registrar will invite us to join the activity so they will just forward the marriage certificate to us; it will then be easier to get the documents done)

    As for the important documents commonly requested from PSA such as birth certificates, certificate of no marriage record (CENOMAR), death certificates and more, Gayla said starting February 2, PSA-10 will no longer accept any walk-in clients in their outlet. 

    “We are implementing now the online appointment and this is the link: appointment.psa.gov.ph. Sila na’y magpili sa adlaw, depende sa slot (They will be the one to choose the date, depending on the available slot),” she said. 

    The Civil Registration Month is an annual celebration relevant to the mandate of the PSA to enforce civil registration functions in the country and is conducted pursuant to Presidential Proclamation No. 682 signed, January 28, 1991 by former President Corazon C.     Kawiyagan 2022 introduces new org for youth empowerment

    MARAWI CITY, Lanao del Sur (PIA)–The youth sector here is even more empowered with the coming of a new organization.

    The Sangguniang Kabataan in the province launched on Tuesday, January 26, the “Boses ng Kabataang Meranaw” with a ceremonial ribbon-cutting during the kickoff of a livelihood program named Kawiyagan 2022: Trade, Techno and Job Fair, 

    Boses ng Kabataang Meranaw advocate and Provincial Board Member Jamil Faisal Adiong said they founded the movement as they have been raising the banner of their campaign on stepping up the voice of Meranaos.

    “The Boses ng Kabataang Meranaw is a movement which aims to recognize, deepen and amplify the voices of the youth. Ang tunay na boses ng mga kabataan ay nanggagaling dapat sa baba mismo. Kinakailangan natin ng programa na mas magpapalakas ng mga kabataan sa iba’t ibang sulok ng probinsya [The real voice of the youth must come from the lower level. We need a program to louden the voice of the youth],” he said.

    Adiong said with the launching of the new organization is the formal establishment of eleven groups which are products of the 3rd Ranaw Project Grant Program (RPGP) initiated in partnership with various development partners such as the United Nations Development Programme (UNDP)-Philippines, Philippine Business for Social Progress (PBSP), Save the Children Philippines, Office of Deputy Speaker Zia Alonto Adiong, Raheemah Peace Weavers, and Plan International.

    Accordingly, the groups underwent rigid technical training for the installation of skills and knowledge on how to run a social enterprise. 

    Further, they received from the Provincial Government of Lanao del Sur prototyping equipment worth P5,000 and P10,000 for their project implementation while another P20,000 for the full implementation of their proposed social enterprises. The top five groups got an additional P75,000 each from PBSP.

    Also showcased by the movement in this year’s Kawiyagan are successful social entrepreneurs from 2nd RPGP which was spearheaded in 2020 before the onslaught of the coronavirus disease (COVID)-19 pandemic. Some of the present group alumni were N’ditarun Tano, Hijab for a Cause and Singanen.

    The board member also detailed that the youth council has previously frontlined particular initiatives including the passage of Ranaw Youth Code in December 2020 which is an ordinance creating a youth development office in the whole Lanao del Sur and institutionalizing mandatory relevant programs.

    He added that they have conducted as well the 3rd Ranaw Youth Parliament which convened 40 young leaders from different towns in Lanao del Sur, and the Ranaw Youth Organization Summit which assembled all youth from the province. In the coming months, the launching of the 1st Ranaw Young Leaders Academy is expected to transpire to develop second-line leaders.

    With all of these plotted events and efforts, Adiong reiterated that the government and the organization will stand side by side for the voice of the youth.

    “Patuloy nating palakasin ang boses ng kabataang Meranao [We will continue to intensify the voice of Meranao youth],” he said. (CRG/PIA-Lanao del Sur)
