    Emperador banners 2021 with net profit soaring 35% to P10.8B

    MANILA, Philippines, April 22, 2022 – Emperador Inc. – the largest global brandy company owning the world’s iconic and best-selling brandy, Emperador Brandy – recorded a normalized net profit of P10.8 billion in 2021, reflecting a robust 35% increase from 2020’s net profit of P8 billion. Normalized net profit to owners went up by 34% year-on-year to P10.6 billion last year. Revenues rose by 6% to P55.9 billion. Even after deducting an extraordinary non-cash deferred tax expense, net profit to owners increased by 25% year-on-year to P10 billion.

    The international brandy business was led by Fundador that did very well in the United Kingdom, the United States, Canada, Spain, Mexico, and Asia, including the Philippines. The whisky business performed strongly in North America, Europe as well as Asia, led by Greater China.

    NEDA-10: Government support vital for innovation to flourish

    CAGAYAN DE ORO CITY (PIA)—To ensure growth in the country’s national and regional innovation ecosystems, the government must be involved in creating policies and allocating proper funding for our innovators, a chief development official here said. 

    National Economic and Development Authority (NEDA)-10 Regional Director Mylah Faye Aurora Cariño said the government and its stakeholders are largely responsible for creating the optimum environment for Filipinos to materialize their innovations by means of crafting policies and ensuring sufficient funding. 

    “For ideas to take off, most of them would really need the support, not only of the government, but also of other stakeholders. That’s why [the] government’s role is to really get out of the way of our innovators, provide the right environment, policy, and financial support,” Cariño said. 

    Stressing the importance of innovation, Department of Trade and Industry (DTI)-10 Misamis Oriental Provincial Director Almer Masillones said innovation is a vital component for national development and economic growth. 

    “[Innovation] is seen to address problems [of our] MSMEs, our challenges in the industry. Innovation will actually create better products, better services through utilizing existing resources,” Masillones said. 

    She added that the COVID-19 pandemic has also widely benefited from innovations and the expansive digitalization of their agency’s operations, as it allowed them to deliver education, health, and other services online. 

    The steady progress in the country’s innovation landscape has also impacted tech startups and small businesses in the region. That said, University of Science and Technology of Southern Philippines (USTP) President Ambrosio Cultura II urged support for these stakeholders. 

    “We have to patronize our startups, our small businesses, let us prioritize them so that they can also grow. Everyone has a role to contribute in order that we will be able to contribute [to] economic development through innovation and entrepreneurship,” Cultura said. (GDA/PIA-10)

    Pag-IBIG home loan releases reach record-high P24.2B in Q1 2022, up 16% 

    CAGAYAN DE ORO CITY (PIA)–Pag-IBIG Fund released a record-high P24.20 billion in home loans during the first quarter of 2022, an increase of P3.26B or 16% compared to the P20.94 billion released during the same period in 2021, its top officials announced, April 21.

     “We are happy to report that we have again posted a record-high in home loan releases in the first three months of 2022. Our strong start this year means that more Filipino workers have been helped by Pag-IBIG Fund in acquiring their own homes,” said Sec. Eduardo D. del Rosario, who heads the Department of Human Settlements and Urban Development and the 11-member Pag-IBIG Fund Board of Trustees.

    He said the sustained growth in the home loan disbursements also contributes to the economy, as the fund continues to help its members and the country recover from the pandemic.

    Del Rosario added that the amount of home loans released by the agency during the first quarter enabled 22,210 members to acquire their own homes, a 7% increase from the 20,712 members helped during the same period in 2021. 

    He further added that out of the total amount, P1.78 billion were released as socialized home loans benefitting 4,114 Pag-IBIG Fund members belonging to the minimum-wage and low-income sectors.

    Meanwhile, Pag-IBIG Fund Chief Executive Officer Acmad Rizaldy P. Moti noted that the agency’s performance at the start of the year is a continuance of its record-high achievement in 2021 when the agency surpassed P100 billion in home loan releases.

    “After coming off a record-setting 2021 with P100.8 billion in home loans released, we have yet again set another record-high in housing loan takeouts for the first quarter of 2022.  Our performance in the housing loan front is an indication of the trust of our members in our programs,” said Moti. 

    More importantly, their record-high numbers show the increasing number of Filipino workers that the fund has enabled to have homes of their own.  

    He added that it is their aim to keep loan interest rates low and help more Filipinos become homeowners. “That is the Lingkod Pag-IBIG way.” (Pag-IBIG/PIA-10)

    RAGCOM-10 gears up for Mandanas-Garcia ruling info drive

    CAGAYAN DE ORO CITY (PIA)–As the government transition to the implementation of the Mandanas-Garcia ruling under the directive indicated in Executive Order No. 138 signed last June 1, 2021, members of the Regional Association of Government Communicators (RAGCOM)-10 convene to discuss the salient features of the said ruling to better equip themselves as they prepare for the information dissemination in their respective areas.

    “As information officers, we are tapped to help generate increased awareness and understanding on a full devolution of functions and services to the local government units following the Mandanas-Garcia ruling by the Supreme Court specifically we are to strengthen public awareness on the full devolution of functions and services, especially to the local government units in their delivery of basic services,” says Philippine Information Agency (PIA)-1l Regional Director Franklin Gumapon.

    The implementation of the Mandanas-Garcia ruling will take effect via the guidelines stated in Executive Order No. 138 directing the preparation of the Devolution Transition Plans (DTPs) of both national government agencies (NGAs) and local government units (LGUs) that would facilitate the devolution of some functions starting this year until the fiscal year 2024.

    Department of Budget and Management (DBM)-10 Specialist Mark Welnorr Callo said aside from the devolution of some functions there is also an increase in the revenue shares of the LGUs.

    “In the previous years, the basis of the shares of the Local Government Units was solely on the BIR collection. Now, with the supreme court ruling which favored the petitioners, Mandanas-Garcia, the basis is not just the BIR but also the Bureau of Customs and other agencies as certified by the Bureau of Treasury,” said Callo.

    With the implementation of the supreme court ruling, the FY 2022 National Tax Allocation shares of LGUs shall be P959 billion based on the certification submitted to DBM by the BIR, Bureau of Customs, and Bureau of Treasury on the actual collection of the national taxes in the Fiscal Year 2019. However, changes to the next year may change due to the effect of the pandemic, Callo said.

    As the implementation of the Mandanas-Garcia ruling takes place, the benefits are to promote fiscal decentralization, accountability, improved delivery of services, increased economic participation, and better partnership between the national government and LGUs. (JAKA/PIA-10)

    LTO-Camiguin regulates application for SP, renewal of driving license

    CAMIGUIN (PIA)–As Camiguin is placed by the Inter-Agency Task Force (IATF) under Alert Level 1 classification, drivers and public utilities start to flock in the streets; thus, Engr. Marlon Labadan, Land Transportation Office (LTO)-Camiguin OIC, reminds drivers of ongoing regulation of the LTO, especially checkpoints to survey driver’s license and car registration in the province during the Alerto radio program, April 19.

    Currently, LTO is conducting inspections on Road Safety and Roadworthiness of Vehicles, in cooperation with the Provincial Disaster Risk Reduction and Management Council (PDRRMC), the enforcement of land transportation laws and regulations, which includes unlicensed drivers, expired registration, imposement of the modernization program, and all related to traffic rules and regulation implemented by the LTO.

    Labadan urges drivers, who have to renew their driver’s license, car registration, and people applying for a student permit, to follow new regulations in the application and issuance of driver’s license.

    Labadan said drivers who need to renew their driver’s license to apply for a renewal in the LTO online portal, the Land Transportation Management System (LTMS), or directly proceed to the LTO office if no online materials are available at home. In this renewal, Labadan directs that a 25-item examination must be taken.

    Labadan also announces that drivers can actually renew their driver’s license and apply for a 10-year validity period, under Republic Act No. 10930, Section 23, which is offered exclusively to drivers possessing necessary qualification and proficiency, and are proven to have been without traffic violations.

    “Those with no traffic violation records can now renew their driver’s license for 10 years,” Labadan said. The 10-year driver’s license validation will be based upon the LTMS, which reflects every violation and citation ticket of a driver. While those with records will fall in th 5 year driver’s license validity.

    In RA 10930, strengthening policy for driver’s license, before the application for a student’s permit (SP), one must undergo a theoretical driving course for 8 hours, which is done 4 hours per day. One must also be enrolled in an accredited driving school to get the permit, and then be able to proceed to the LTO office for its issuance.

    After the issuance of an SP, one must wait for a month to be able to perform and get the certificate assessment back in the driving school in a practical driving course. Student’s permit is a prerequisite even for those who are beyond 18 years old, as long as it is their first time applying for a driver’s license.

    Driver license classifications, non-professional (private vehicle only) and professional (professional and for hire), change classification will take six months, while it may take one year if the change includes upgrades on restriction codes. These will only require the tax identification number (TIN) of the client and a police clearance.

    Meantime, only one driving school is accredited for a driving course in Camiguin, for restriction codes 1 and 2, beyond these codes can be taken outside of the island. Technical Education And Skills Development Authority (TESDA) also signed a memorandum of agreement (MOA) with LTO to proceed and offer driving courses in the province, only the online portal is being finalized.     LDS prov’l capitol glows up for Ramadan, sets up food bazaar

    MARAWI CITY, Lanao del Sur (PIA)–Just in time for the holy month of Ramadan and through the initiated Sindaw sa Ranaw Pasyalan of Vice Governor Mohammad Khalid Rakiin Adiong, the provincial capitol of Lanao del Sur brightened on the night of Monday, April 18, with glittering light decorations surrounding the whole compound and the fireworks display that illuminated the night sky. 

    Apart from the lights, the provincial government also installed a food bazaar where local entrepreneurs in the province display their products available to be purchased by visitors. 

    Adiong shared that they usually make this happen every year during the annual Ramadan but was temporarily discontinued due to the coronavirus disease (COVID)-19 pandemic. 

    Accordingly, the same reason lies as to why they were not able to push for it at the start of the holy month. 

    Adiong stated that they are now resuming this, recognizing the essence of giving happiness to Muslims who religiously observe the period of fasting, prayer, and reflection.

    “By next na Ramadan, Inshallah, tuloy-tuloy na iyong every week may fireworks at itong light display dito sa capitol… Para ito sa Ramadan talaga kasi once a year lang naman siya so why not ibuhos lahat iyong kaya ng province para sa ikakatuwa ng mga kababayan natin dito sa Lanao del Sur,” he said. 

    [By next Ramadan, Inshallah, these every week of having fireworks and light displays here in the capitol will continue… This is really for Ramadan because this is only once a year so why not give all that the province can do for the joy of our constituents here in Lanao del Sur.]

    Adiong stressed that they only offer the mentioned highlights as they still acknowledge the importance of controlling extravagance during this sacred moment.  

    As such, he then invited citizens to drop by the provincial capitol to see for themselves the beauty the local government has prepared for everyone.

    “Sa ngayong Ramadan, iyon lang naman iyong highlights dito sa Lanao del Sur kasi hindi naman natin pwede sobrahan kasi holy month of Ramadan pa rin ito. Kailangan pa rin ang focus sa pananampalataya kay Allah… Sa lahat ng mga kababayan ko dito sa Lanao del Sur, pwede kayong bumisita dito every 9:00 PM to 11:30 PM hanggang matapos po iyong Eid,” said Adiong. 

    [Now that it is Ramadan, those are the only highlights here in Lanao del Sur because we cannot go beyond it since it is the holy month of Ramadan. We still need to focus our faith in Allah… To my constituents here in Lanao del Sur, you can visit here every 9:00 PM to 11:30 PM until the Eid ends.]

    The provincial vice governor announced that for the remaining days of the month, the lights will stay, and on the next Monday, April 25, and the final day of Ramadan, another fireworks display will be witnessed.
