DOLE-10 boosts LGU Camiguin’s TUPAD partnership thru assessment

MAMBAJAO, Camiguin (PIA)–The Department of Labor and Employment (DOLE)-10 Camiguin Provincial Field Office (Cam PFO) intensified the program implementation of its Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced workers (TUPAD) or emergency employment program thru an assessment meeting to the 30 program partners/coordinators of the Local Government Units (LGUs) of Mambajao, Guinsiliban, Sagay and the Provincial Government at Villa Paraiso Resort and Water Park Poblacion, here.

DOLE-10 Cam PFO Chief Arlyn Bael said the assessment aims to thresh-out issues and concerns from the said partner-implementers and improve the implementation and focus on financial performance for the remaining months of the year.

Bael lauded the timely distribution of personal protective equipment (PPE) to the beneficiaries as one of the best practices of the partner LGUs.

Moreover, Provincial Government Coordinator Karen Mae Villadores raised the issue of the non-inclusion of the Barangay Health Workers (BHWs) and Tanods as eligible beneficiaries of the program.

Villadores said, “Naa’y mga barangay nga gagmay kaayo’g IRA (internal revenue allotment) fund, that’s why ilahang honorarium is gamay gihapon, not enough to sustain para sa ilahang daily needs. So, if they will be given a chance to be an eligible beneficiary sa TUPAD, makadugang pud sa ilahang income para sa adlaw-adlaw nga panginabuhi.”

(Some of barangays do not have enough IRA Fund, resulting in a small honorarium received, which is not enough to sustain their daily needs. They have added income if given a chance to be an eligible beneficiary of TUPAD)

Bael said the FO already noted the issue and the same was already elevated to the Bureau of Workers with Special Concerns (BWSC) for consideration on the eligibility of beneficiaries.

TUPAD is a community-based package of assistance that provides emergency employment for displaced workers, underemployed and seasonal workers, for a minimum period of 10 days, but not to exceed a maximum of 30 days, depending on the nature of work to be performed. (DOLE-10/PIA-10/Camiguin)
